Preheat the oven to 350°F (175°C). In a large bowl, mix together flour, sugar, cocoa powder, baking soda, baking powder, and salt. Add eggs, buttermilk, oil, and vanilla extract, and mix until just combined. Stir in the boiling water until smooth.

Pour the batter into a greased sheet pan (18x13 inches) and bake for 30-35 minutes or until a toothpick comes out clean. Let it cool completely.

In a saucepan, melt the butter over medium heat. Stir in sugar, evaporated milk, and egg yolks. Cook, stirring constantly until thickened (about 10 minutes). Remove from heat and stir in vanilla, pecans, and coconut.

Spread the frosting over the cooled cake, ensuring an even layer.

In a mixing bowl, whisk together heavy cream, milk, sugar, vanilla extract, malt powder, and a pinch of salt until the sugar is dissolved.

Pour the mixture into an ice cream maker and churn according to the manufacturer's instructions until it reaches a soft-serve consistency. Transfer to a container and freeze for at least 4 hours before serving.
