1. Prepare the Calamari
In a bowl, mix the flour, cornstarch, salt, and black pepper. Coat the calamari rings in the mixture.
2. Heat the Oil
In a large pot or deep fryer, heat the oil to 375°F (190°C).
3. Fry the Calamari
Fry the coated calamari in batches for about 2-3 minutes or until golden brown. Remove and drain on paper towels.
4. Make the Sweet Chili Sauce
In a saucepan, combine sugar, rice vinegar, water, garlic, red chili flakes, and soy sauce. Bring to a boil, then reduce heat.
5. Thicken the Sauce
Stir in the cornstarch mixed with water and cook until the sauce thickens, about 1-2 minutes.
6. Serve
Serve the fried calamari hot with sweet chili sauce drizzled over or on the side for dipping.
