Method
Prep and rice
Rice
Rinse the rice in a fine-mesh sieve under cold running water until the water runs mostly clear (2–3 minutes) to remove excess starch. Drain. Combine rinsed rice, 2.25 cups water, 1/4 tsp salt, and 1 tsp rice vinegar (if using) in a medium pot. Bring to a gentle boil over medium-high heat, then reduce heat to low, cover tightly and simmer 15 minutes. Remove from heat and let rest, covered, 10 minutes. Fluff with a fork just before serving.
While rice cooks, pat beef cubes dry with paper towels, then season evenly with 1 tsp kosher salt and 1/2 tsp black pepper. Lightly toss beef in 2 tbsp flour to coat; shake off excess.
Braising the beef
Brown the beef
Heat a large heavy-bottomed pot or Dutch oven over medium-high heat. Add 2 tbsp vegetable oil and swirl to coat. Working in a single layer (do not overcrowd the pan), add half the beef cubes and sear until deeply browned on all sides, about 3–4 minutes per batch. Transfer browned beef to a plate and repeat with remaining beef. If fond (browned bits) builds up, keep it — it will add flavor.
Sauté aromatics
Reduce heat to medium. Add the sliced onion and carrots to the pot and sauté, stirring, until the onion is translucent and starting to caramelize, about 5–7 minutes. Push vegetables to the side, add the smashed garlic cloves and smashed ginger, and cook 30–60 seconds until fragrant. Stir in 1 tbsp tomato paste and cook 1 minute to remove raw taste.
Deglaze and build sauce
Pour in 2 tbsp mirin and scrape the bottom of the pot with a wooden spoon to lift browned bits. Add 3 tbsp soy sauce, 1 tbsp brown sugar, the reserved browned beef and any accumulated juices, 2 cups beef stock and 1/2 cup water. Add the bay leaf and the white parts of the scallions. Bring to a gentle simmer.
Simmer
Reduce heat to low so the liquid barely simmers, cover partially with a lid (leave a small gap) and braise until the beef is very tender when pierced with a fork, 1.5–2 hours. Check once at 45 minutes to skim any excess fat and ensure gentle simmer. If the liquid reduces too quickly before meat is tender, add up to 1/2 cup additional water or stock.
Finish sauce
When beef is tender, remove lid and increase heat to medium-high to reduce sauce slightly for 6–10 minutes until it coats the back of a spoon. Taste and adjust seasoning with a pinch of salt or additional soy sauce if desired. Stir in 1 tsp toasted sesame oil and the green parts of the scallions. Remove and discard the bay leaf and the large ginger pieces.
Assemble bowls & garnishes
Divide cooked rice among 4 bowls (about 1/2 cup cooked rice per bowl if using small bowls; adjust to appetite). Spoon generous portions of braised beef and sauce over the rice (about 3/4–1 cup braised beef per bowl).
Garnish each bowl with a halved soft-boiled egg, pickled cucumbers, a sprinkle of toasted sesame seeds, sliced scallion greens, and nori strips or chopped herbs as desired. Finish with a light dusting of shichimi togarashi or chili flakes if you want heat.
Serve immediately while hot. Leftovers: cool to room temperature then refrigerate in an airtight container up to 3 days; reheat gently on stovetop with a splash of water or stock to loosen sauce.
