In a medium saucepan over medium heat, melt the butter. Once melted, whisk in the flour and cook for about 1-2 minutes, stirring constantly, until the mixture bubbles and turns slightly golden.

Gradually whisk in the milk to the roux, continuing to stir until the mixture thickens, about 3-5 minutes.

Incorporate cheeses and season

Once thickened, lower the heat and stir in the shredded cheddar and queso blanco until fully melted and smooth. Season with salt and pepper to taste. Keep warm on low heat until ready to use.

Preheat your oven to 375°F (190°C).

Layer the chips and cheeses

Spread the tortilla chips evenly on a large baking sheet or oven-safe platter. Sprinkle the shredded cheddar and jack cheese evenly over the chips.
