Prepare cheeses

Shred the sharp cheddar and monterey jack if not pre-shredded. Allow the cream cheese to come to room temperature so it melts smoothly.

In a medium heavy-bottomed saucepan over medium heat, melt the unsalted butter until foaming but not browned (about 1 minute). Sprinkle the all-purpose flour into the butter and whisk continuously to form a roux. Cook for 1–2 minutes to remove the raw flour taste, whisking so it does not brown.

Slowly whisk in the whole milk and half-and-half in a thin stream to avoid lumps. Continue whisking until the mixture is smooth and begins to thicken, about 3–5 minutes over medium heat.

Reduce heat to low and stir in the softened cream cheese until fully incorporated and the sauce is smooth.

Add the shredded cheeses in two additions: stir in half the cheese until melted and smooth, then add the remaining cheese and continue stirring. Keep heat low — do not let the sauce boil, which can cause the cheese to seize.

Season the cheese sauce with ground cumin, smoked paprika, hot sauce (if using), kosher salt, and freshly ground black pepper. Taste and adjust seasoning. If the dip is too thick, whisk in 1–2 tablespoons of milk until you reach a creamy, dippable consistency.

Keep the cheese dip warm over the lowest heat or transfer to a small slow cooker or fondue pot set to low until ready to serve. Stir occasionally to maintain smooth texture.

Beef Topping

Heat a large skillet over medium-high heat and add 1 teaspoon vegetable oil. When oil shimmers, add the finely diced onion and cook, stirring, until softened and translucent, about 3 minutes.

Add the minced garlic and cook for 30 seconds until fragrant. Add the ground beef and break it up with a spatula. Cook until browned and no longer pink, about 5–7 minutes.

Stir in the tomato paste, ground cumin, chili powder, salt, and black pepper. Cook for 1–2 minutes to bloom the spices. Add 2 tablespoons of water, stir to loosen any browned bits, and simmer until the mixture is saucy but not watery, about 1–2 minutes more.

Taste and adjust seasoning. Keep warm until ready to assemble; if desired, drain excess fat before seasoning or use a slotted spoon to transfer to the bowl so the topping is not greasy.

Fresh Garnish

Combine the diced tomato, finely diced red onion, chopped cilantro, fresh lime juice, and 1/8 teaspoon kosher salt in a small bowl. Stir gently to combine and set aside to let flavors marry for 5–10 minutes.

Assemble & Serve

Transfer the warm cheese dip to a serving bowl or small slow cooker set to warm.

Spoon the seasoned ground beef evenly over the cheese dip in a single layer or in a center mound, depending on presentation preference.

Top the beef with the tomato-onion-cilantro garnish, distributing it evenly. Optionally sprinkle a little extra chopped cilantro for color.

Serve immediately with tortilla chips or warm flour tortillas for dipping. Reheat gently over low heat if needed; stir before serving to reincorporate any separated oils.
