Combine liquids
Pour 6 cups fresh apple cider and 1 cup water into a medium saucepan. Stir in 1 tablespoon brown sugar and 1 tablespoon honey until dissolved.
Warm over medium heat until the mixture is steaming but not boiling (about 5–7 minutes). Reduce heat to low to maintain a gentle simmer.
Mulling Spices
Prepare spice sachet (recommended)
Place 3 cinnamon sticks, 8 whole cloves, 6 allspice berries, 2 star anise, 6 peppercorns (if using), and sliced ginger into a small square of cheesecloth and tie it closed with kitchen twine, or put the spices in a small metal tea infuser. This keeps the cider clear and makes removal easy.
Add the spice sachet (or loose spices) to the simmering cider. Gently submerge the orange and lemon slices if using. Let the cider simmer on low for 20–30 minutes to allow the spices to infuse. Do not boil—boiling will drive off volatile aromatics and can make the cider taste sharp.
Taste after 20 minutes. If you want a stronger spice flavor, continue to simmer up to 40 minutes, checking every 5 minutes.

Remove the spice sachet (or strain the cider through a fine mesh sieve if you used loose spices). Stir in 1 teaspoon fresh lemon juice to brighten the flavor. If you want a sweeter cider, add a bit more brown sugar or honey to taste and stir until dissolved.
Optional adult version
If serving spiked cider, add 1 tablespoon brandy or dark rum per 1 cup when pouring into each mug, stirring gently to combine.
