Make the Filling

In a bowl, combine ground pork, chopped shrimp, green onions, garlic, ginger, soy sauce, sesame oil, salt, and pepper. Mix thoroughly until well combined.

Prepare the Wrappers

In a large bowl, mix all-purpose flour, salt, and water until a dough forms. Knead for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Form the Dumplings

Roll the rested dough into small balls, then flatten each ball into a thin circle. Place a spoonful of the filling in the center of each wrapper, fold over, and pinch the edges to seal.

Steam the Dumplings

Arrange the dumplings in a steamer basket lined with parchment paper. Steam for about 15-20 minutes until cooked through.

Mix the Sauce

In a small bowl, combine soy sauce, rice vinegar, chili oil, and sesame seeds. Stir well and set aside.
