Prepare and clean
Rinse the beef head or selected cabeza cuts under cold running water. If using a whole head, remove excess hair and the brain if you do not want it; ask your butcher to split the head or remove unwanted parts. Pat dry with paper towels.
Season and assemble
Place the beef head pieces into a large stockpot or heavy dutch oven. Add the quartered yellow onion, garlic cloves, bay leaves, black peppercorns, dried oregano and salt. Pour in the water, enough to cover the meat by about 1 inch (roughly 3 quarts for 4 lbs). Add the apple cider vinegar (helps extract flavor and tenderize).
Simmer slowly
Bring the pot to a gentle boil over medium-high heat. Once boiling, reduce heat to low so the liquid barely simmers. Skim any foam or scum from the surface during the first 15–20 minutes. Cover partially and simmer gently until the meat is very tender and falling from the bone: 3 to 4 hours for a whole head, 2 to 3 hours for cheek/tongue pieces. Check every 30–45 minutes and add a little hot water if needed to keep meat submerged.
Cool and shred
Carefully lift cooked meat out of the pot with tongs. Let cool slightly until safe to handle. Using forks or your hands (wear gloves if desired), remove all meat, fat and connective tissue from bones. Discard any cartilage or gristly bits you don’t want. Chop or shred the meat into bite-sized pieces. Reserve 1–2 cups of the cooking broth; shred meat into the reserved broth to keep it moist and flavorful.

Season and crisp (optional)
If you prefer a lightly crisped taco filling, heat a large skillet over medium-high heat. Add 1–2 teaspoons of oil. Add shredded cabeza in a single layer and let it sear undisturbed for 2–3 minutes, then stir and cook another 2–3 minutes until edges caramelize slightly. Add a splash (2–4 tablespoons) of the reserved broth while cooking to keep meat moist and pick up pan flavors.
Warm tortillas
Warm corn tortillas on a dry skillet (comal) over medium heat for about 20–30 seconds per side until pliable and slightly charred, or brush lightly with oil and warm in a skillet for 10–15 seconds per side. Keep tortillas wrapped in a clean kitchen towel to stay warm.
Serve
Serve immediately while hot, with extra lime wedges, salsa and reserved broth on the side. Leftover shredded cabeza keeps well refrigerated in an airtight container for up to 4 days or frozen for up to 3 months.
