Preparing the Fish
Make the Batter
In a large bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth and slightly thick.
Heat the Oil
In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). Use a thermometer for accuracy.
Batter the Fish
Dip each piece of fish fillet into the batter, ensuring it is fully coated. Let any excess batter drip off.
Fry the Fish
Carefully place the battered fish fillets into the hot oil, frying them in batches to avoid overcrowding. Fry for about 4-5 minutes on each side, or until golden brown and cooked through. Remove and place on paper towels to drain excess oil.

In a separate bowl, combine the coleslaw mix, mayonnaise, white vinegar, sugar, and salt. Toss until the mix is evenly coated and refrigerate until serving.
