Make dough

In a mixing bowl combine 1 cup all-purpose flour, 1/4 cup fine semolina, 1/2 tsp salt and 1/4 tsp baking powder. Add 2 tbs vegetable oil and rub until the mixture resembles breadcrumbs. Gradually add about 1/3 cup cold water and mix just until a smooth, firm dough forms. Knead 1–2 minutes; cover with a damp cloth and rest 20 minutes.

Shape shells

Divide dough into 10 equal pieces (~20–25 g each). Roll each piece into a small ball and then flatten into a 2.5–3 inch disc with a rolling pin, dusting with a little flour. Using the back of a small spoon or a thumb, press the center to create a shallow cup shape with slightly thicker rim (the shell should be thin but not paper thin). Dust the outer face lightly with semolina or fine breadcrumbs for texture.

Fry shells

Heat 600 ml vegetable oil in a deep pan to 180°C (350°F) — medium-high heat. Test with a small scrap: it should sizzle and rise. Carefully slide 2–3 discs (don’t overcrowd) into the oil, semolina side down. Fry for 40–60 seconds until the exposed face puffs slightly and the underside is golden. Flip and fry the other side for 30–40 seconds until evenly golden and crisp. Remove to a rack over paper towels to drain. Repeat with remaining discs. Allow shells to cool and become crisp; they will firm up as they cool. If any shells puff fully and become hollow bubbles, reserve for other use or gently compress to form a bowl.

Storage tip

Keep shells in an airtight container at room temperature for up to 4 hours before assembly to maintain crispness.

Spicy Chutney

In a small saucepan combine 1/4 cup tamarind pulp, 2 tbs jaggery, 2 tbs water, 1/2 tsp red chili powder, 1/4 tsp roasted cumin powder and 1/4 tsp salt. Bring to a gentle simmer over low heat, stirring to dissolve jaggery. Simmer 2–3 minutes until slightly thickened but still pourable. Cool to room temperature; adjust sweet-sour-spice balance to taste. Transfer to a squeeze bottle or small bowl for easy filling.

Bhel Puri Filling

In a large bowl combine 3 cups puffed rice, 3/4 cup sev (reserve a small amount for topping), 1 cup diced boiled potato, 1/2 cup chopped onion, 1/2 cup chopped tomato, 1/4 cup cilantro, 1/2 cup crushed roasted peanuts and 1/4 cup pomegranate arils if using.

Season the mix with 1 tsp chaat masala, 1/4 tsp red chili powder, 1/2 tsp salt and 1 tbs fresh lime juice. Gently toss everything together so the puffed rice stays crisp. Taste and adjust salt, lime or chaat masala as needed. Keep the mixture uncovered briefly so any excess moisture dissipates; do not let it sit long or the puffed rice will go soggy.

Garnish & Assembly

Prepare assembly station: place fried hollow shells, spicy tamarind chutney (in a squeeze bottle if possible), green chutney, bhel puri filling bowl, extra sev and cilantro on the counter.

Add chutneys to shells: Using the tamarind chutney, pipe or spoon approximately 1/2 to 1 tsp of the spicy chutney into the base of each shell (this creates the spicy kick and a barrier so the puffed rice doesn't immediately make the shell soggy). Add a thin layer (about 1/4 tsp) of green chutney on top of or alongside the tamarind chutney if desired.

Fill with bhel: Immediately spoon about 2 heaping teaspoons (about 1 to 1.5 tbs) of the bhel puri filling into each shell, pressing lightly so the contents stay compact in the shot-size shell. Be economical — shells are small so avoid overfilling to prevent spillage.

Finish and garnish: Sprinkle a pinch of reserved sev on top of each filled shell, a few chopped cilantro leaves and optionally 1–2 pomegranate arils per shot for color and freshness. Dust lightly with a pinch of chaat masala if desired.

Serve immediately: Arrange the Bhel Puri Shots on a platter. Serve promptly so the shells remain crisp. Provide small napkins or spoons for guests; these are intended to be eaten in one or two bites.
