Prepare the Dressing
In a small bowl, combine chopped cilantro, grated ginger, lime juice, and fish sauce. Mix well and set aside.
Prepare the Calamari
In a large bowl, mix the all-purpose flour, cornstarch, salt, and black pepper. Gradually whisk in water until the batter is smooth.
Heat the Oil
In a large pot or deep fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).
Fry the Calamari
Dip calamari rings into the batter, allowing excess to drip off. Carefully place them in the hot oil, frying in batches until golden brown (about 2-3 minutes). Remove and drain on paper towels.
Serve
Arrange the fried calamari on a serving platter. Drizzle the ginger cilantro dressing over the top, and garnish with fresh mint leaves and chopped roasted peanuts.
