Make the Dough
In a mixing bowl, combine all-purpose flour and a pinch of salt. Gradually add water and knead into a smooth dough. Cover with a damp cloth and set aside for 30 minutes.
Prepare the Filling
In a pan, heat a tablespoon of oil. Add cumin seeds and let them splutter. Add the green chilies and sauté for a minute. Then add the mashed potatoes, green peas, coriander powder, garam masala, and salt. Mix well and cook for 5 minutes. Remove from heat and stir in the chopped cilantro.
Shape the Samosas
Divide the dough into equal portions. Roll each portion into a ball and flatten into a circle. Cut the circle in half to form two semi-circles. Take one semi-circle, make a cone shape, sealing the edge with a little water. Fill the cone with the potato and pea mixture, then seal the open edge by pinching it together.
Fry the Samosas
Heat oil in a deep frying pan over medium heat. Once hot, carefully add the samosas in batches. Fry until golden brown and crispy, about 5-7 minutes. Remove and drain on paper towels.
Serve
Serve hot with chutney or sauce of your choice.
