Prepare the Noodles
Soak the flat rice noodles in warm water for about 30 minutes until they are soft. Drain and set aside.
Cook the Eggs
In a large skillet or wok, heat 1 tablespoon of vegetable oil over medium heat. Add the eggs and scramble until fully cooked. Remove from the skillet and set aside.
Stir-Fry the Vegetables
In the same skillet, add the remaining tablespoon of vegetable oil. Add the minced garlic and sauté for about 30 seconds until fragrant. Then add the julienned carrots and sliced bell pepper. Stir-fry for 3-4 minutes until veggies are tender but still crisp.
Combine Ingredients
Add the soaked noodles, scrambled eggs, chopped green onions, soy sauce, oyster sauce, sugar, salt, and black pepper to the skillet. Toss everything together and stir-fry for another 3-5 minutes until all ingredients are well combined and heated through.
Serve
