Preheat the Oven
Preheat your oven to 400°F (200°C) to ensure it's hot when the scones go in.

Mix Dry Ingredients
In a large bowl, whisk together the all-purpose flour, grated Romano cheese, chopped rosemary, baking powder, and salt until well combined.

Cut in Butter
Add the cold, cubed unsalted butter to the dry ingredients. Using a pastry cutter or your fingertips, work the butter into the mixture until it resembles coarse crumbs.

Form Dough
Pour the wet mixture into the dry ingredients and stir gently until just combined. Do not overmix.

Turn the dough onto a floured surface and gently knead it a few times. Pat it into a circle about 1 inch thick. Cut into wedges or use a biscuit cutter to form individual scones.
