Prepare okra
Wash the okra and pat dry thoroughly with kitchen towel. Trim the stem tips (about 1/4 inch) without cutting into the pod to avoid too much slime.
Pan-fry okra
Heat 2 tablespoons vegetable oil in a large nonstick or cast-iron skillet over medium-high heat. When oil is hot, add okra in a single layer (cook in two batches if necessary). Sprinkle 1 teaspoon salt over the okra. Sear, without stirring too often, for 3–4 minutes until bottoms are charred, then turn and cook another 3–4 minutes until evenly blistered and tender. Remove to a plate and keep warm.
Belacan (shrimp paste) sauce
Toast belacan (optional but recommended)
In a small dry skillet over medium heat, dry-toast 1 tablespoon belacan for 30–45 seconds, pressing and stirring until aromatic. Remove and let cool slightly. Toasting mellows the rawness and deepens flavor.
Prepare aromatics
Roughly chop 4 red chilies (remove seeds for less heat), 3 garlic cloves, and 1 shallot to make them easier to pound or blend.
Pound or blend the sauce
Using a mortar and pestle (recommended) or a small blender, combine the toasted belacan, chilies, garlic, and shallot. Pound or pulse to a coarse paste. Add 1 teaspoon palm sugar, 1 tablespoon lime juice, 1 teaspoon tamarind paste, and 2 tablespoons water. Mix to a smooth but slightly textured sauce. Taste and adjust: add a little more sugar if too sour, or a squeeze more lime if too salty. If using a blender, scrape down sides to ensure even consistency.
Fry the sauce (develop flavor)
Heat 1 teaspoon vegetable oil in a small pan over medium heat. Add the belacan paste and fry for 1–2 minutes, stirring constantly, until fragrant and the oil begins to separate slightly from the paste. This step deepens and rounds the flavors. Remove from heat.
Finish sauce
If the sauce seems too thick, stir in 1–2 teaspoons additional water to reach a saucy consistency that will coat the okra. Adjust seasoning with extra lime juice or a pinch more sugar as needed.
To assemble & serve
Place the pan-fried okra on a serving platter. Spoon the warm belacan sauce evenly over the okra, tossing gently so pods are coated but not broken. Scatter 1 tablespoon fried shallot crisps and 2 tablespoons cilantro leaves over the top if using. Serve immediately as a side dish with steamed rice or as part of a larger meal.
