    Prepare the Oven

    Preheat your oven to 350°F (175°C). Grease and flour a 9x13 inch baking pan.

    Mix Dry Ingredients

    In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, and salt until well combined.

    Add Wet Ingredients

    Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix until smooth.

    Incorporate Boiling Water

    Stir in the boiling water carefully. The batter will be thin.

    Add Chocolate Chips

    Fold in the chocolate chips until evenly distributed.

    Bake

    Pour the batter into the prepared baking pan and bake for 30-35 minutes, or until a toothpick inserted in the center comes out clean.

    Allow to cool in the pan for 10 minutes before transferring to a wire rack. Let it cool completely before slicing into squares and serving.
