Prepare the Noodles
Soak the bean thread noodles in warm water for about 15 minutes until softened. Drain and set aside.
Prepare the Banana Leaves
If using fresh banana leaves, briefly wilt them over an open flame or in hot water to make them pliable. Cut into large squares (about 12x12 inches) to create cups for steaming.
Marinate the Catfish
In a bowl, combine fish sauce, lime juice, minced garlic, ginger, sliced shallots, salt, and pepper. Add the catfish fillets and ensure they are well coated. Let marinate for 20 minutes.
Assemble the Steaming Packets
Lay a piece of banana leaf on a flat surface. Place a small amount of the soaked noodles in the center, followed by marinated catfish, sliced red chili, cilantro, and green onions. Fold the banana leaf over to create a sealed packet.
Steam the Packets
Place the banana leaf packets in a steamer basket over boiling water. Cover and steam for 20-25 minutes or until the catfish is cooked through and flaky.
Serve
Carefully unwrap the banana leaf packets and serve the steamed catfish with additional lime juice and fresh herbs on the side.
