Prepare aromatics
Heat a large, heavy-bottomed pot or deep skillet over medium heat. Add the olive oil. When the oil shimmers, add the finely chopped onion, grated carrot, and chopped celery. Sauté, stirring occasionally, until the vegetables soften and the onion becomes translucent, about 6–8 minutes.
Add garlic
Add the minced garlic and cook for 30–45 seconds until fragrant, taking care not to let it brown.
Brown the meat
Increase heat to medium-high. Add the ground beef and ground pork to the pot. Break the meat into small pieces with a wooden spoon. Cook until the meat is well-browned and most of the liquid has evaporated, about 8–10 minutes. Season with 1 tsp of the salt and 1/2 tsp of the black pepper while browning.
Add tomatoes and simmer
Add the crushed tomatoes, stock, dried oregano, dried basil, bay leaf, sugar, remaining salt, remaining pepper, and red pepper flakes (if using). Stir to combine and bring the sauce to a gentle simmer.
Long simmer
Lower the heat so the sauce barely simmers. Partially cover the pot and simmer gently for at least 30–45 minutes, stirring occasionally. For deeper flavor, simmer 1.5–2 hours, adding a splash of stock or water if the sauce becomes too thick.
Finish
Taste and adjust seasoning with additional salt, pepper, or a pinch more sugar if needed. Remove and discard the bay leaf. Stir in the chopped fresh parsley just before serving.
To Serve
Bring a large pot of water to a rolling boil. Add 1 tablespoon salt. Add the pasta and cook according to package directions until al dente. Reserve 1 cup of the pasta cooking water, then drain the pasta.
Divide pasta among plates or bowls. Sprinkle with grated Parmesan or Pecorino and an extra grind of black pepper. Serve immediately.
