Method

Mussels

Clean mussels

Rinse mussels under cold water, remove any beards by pulling toward hinge, and discard any mussels that are cracked or remain open after a tap test.

Steam mussels

In a large deep skillet or wide pot with a lid, heat 3 tablespoons olive oil over medium heat. Add the finely chopped shallot and 4 smashed garlic cloves; sauté 1–2 minutes until fragrant but not browned. Add the white wine, 1/2 teaspoon salt and 1/4 teaspoon black pepper and bring to a simmer. Add the cleaned mussels, cover, and steam until shells open, about 5–7 minutes, shaking the pan once or twice. Transfer opened mussels to a bowl with tongs, reserving the steaming liquid in the pot. Discard any mussels that did not open.

Finish mussels

Return about 1/4 cup of the reserved cooking liquid to the mussels (to keep them moist). Stir in 2 tablespoons chopped parsley. Arrange mussels in an ovenproof shallow baking dish or cast-iron skillet, hinge-side down so they sit flat and the interior cup can hold the crosta topping.

Crispy Breading (Crosta)

Make crosta mixture: In a bowl, combine 1 cup breadcrumbs, 1/2 cup grated Parmesan, 2 minced garlic cloves, 2 tablespoons chopped parsley, 1 teaspoon lemon zest, 1/4 teaspoon red pepper flakes, and 1/4 teaspoon salt. Stir to combine. Drizzle in 2–3 tablespoons olive oil and toss until the mixture is evenly moistened and crumbly (not soggy). Taste and adjust salt or lemon zest.

Toast crosta (optional for extra crisp): Heat a small skillet over medium heat. Add the crumb mixture and toast, stirring frequently, 3–5 minutes until golden and fragrant. Remove and let cool slightly.

Top mussels: Spoon about 1 to 1 1/2 teaspoons of the crosta mixture onto the exposed half of each steamed mussel so the topping mounds slightly. Press gently so it adheres. If using a shallow baking dish with residual cooking liquid, avoid adding crosta into the liquid; place toppings directly on the mussel meat.

Bake or broil to crisp: Preheat oven broiler (or oven to 425°F / 220°C). For broiler: place the baking dish 6–8 inches from the broiler element and broil 2–4 minutes until the crosta is golden and crisp—watch carefully to prevent burning. For oven: bake 6–8 minutes until golden. Remove from oven.

Finish: Sprinkle the crosta-topped mussels with the remaining 1 tablespoon chopped parsley and a light squeeze of lemon juice before serving.

Marinara Option

If you choose marinara instead of garlic & oil: Warm 1 cup marinara with 1 tablespoon olive oil in a small saucepan until simmering. Spoon about 1/2 to 1 tablespoon warmed marinara into the cup of each steamed mussel (instead of dry crosta—reserve crosta to be sprinkled on top) and then gently mound the crosta mixture over the sauce. Proceed with broiling/baking as above until crosta is crisp. Garnish with sliced basil if desired.

Garlic & Oil Option

If you choose garlic & oil instead of marinara: In a small skillet, gently warm 4 tablespoons olive oil with 4 thinly sliced garlic cloves and 1/8 teaspoon red pepper flakes over low heat just until garlic is fragrant and lightly golden (do not burn). Spoon a small amount (about 1/2 teaspoon) of the garlic oil over each steamed mussel, then top with the crosta mixture and proceed to broil/bake until crisp.

Serving

Serve immediately while hot and crisp with lemon halves on the side. Offer extra crust mixture and marinara on the side if desired. Pair with crusty bread to soak up any juices.
