Soften and measure cheeses
Remove the cream cheese from the refrigerator 20–30 minutes before starting so it is soft enough to blend smoothly. Grate the cheddar and Monterey Jack and set aside separately.
In a medium heavy-bottomed saucepan over low heat, combine the softened cream cheese and whole milk. Stir constantly with a silicone spatula until cream cheese begins to melt and mixture is smooth, about 3–4 minutes. Keep heat low to prevent scorching.
Once the cream cheese mixture is smooth and slightly warm (do not boil), gradually add the grated cheddar and Monterey Jack in handfuls, stirring constantly until each addition melts completely and the sauce is smooth, about 3–5 minutes more.
Aromatics & Seasoning
While the cream cheese is softening, melt the butter in a small skillet over medium-low heat. Add the finely minced onion and cook, stirring occasionally, until translucent and softened, about 4–5 minutes. Add the minced garlic and cook 30–45 seconds until fragrant—do not brown.
If the dip is too thick, add up to 1–2 tablespoons of additional milk (measured from room temperature) and stir until you reach a smooth, spoonable consistency.
Finish & Garnish
Transfer the cheese dip to a warmed serving bowl. Sprinkle the remaining chives on top. Serve immediately warm, or keep warm over a double boiler or small slow cooker on the low setting for up to 1–2 hours, stirring occasionally to maintain a smooth texture.
