Prepare fish
Pat the fish fillets dry with paper towels. Season both sides with 1 tsp kosher salt and 1/2 tsp black pepper. Place fillets on a plate or shallow dish.
Marinate briefly: Drizzle 2 tablespoons lemon juice and 1 tablespoon olive oil over the fillets and let sit at room temperature for 10 minutes while you prepare the sauce. This brightens flavor and helps lightly firm the flesh.
Garlic Sauce
Minced aromatics
While fish marinates, finely mince the garlic cloves and shallot. Chop parsley and measure capers, wine (or broth), and lemon juice.
Deglaze and finish
Increase heat to medium, add 1 tbs white wine (or chicken broth) to deglaze the pan, scraping any bits from the bottom. Let the liquid reduce by half, about 1–2 minutes. Stir in 1 tbs lemon juice, 1 tsp capers (if using), 2 tbs chopped parsley, and 1/4 tsp red pepper flakes. Taste and season with salt and black pepper as needed. Keep sauce warm on lowest heat, do not boil once butter is incorporated.
Cooking the Fish
Sear fillets
Working in one layer (cook in two batches if necessary), place fillets presentation-side down (skin-side down if skin-on) in the hot pan. Press gently for 10 seconds to ensure even contact. Sear without moving until the edges look opaque and the underside is golden-brown, about 3–4 minutes depending on thickness.
Flip and finish
Carefully flip the fillets and reduce heat to medium. Spoon a little of the warm garlic sauce over each fillet and cook until the fish is opaque through and flakes easily with a fork, about 2–4 more minutes (internal temperature ~ 60–63°C / 140–145°F depending on preference). Remove fillets to a warmed plate.
