Inspect and clean

Rinse mussels under cold water. Discard any with broken shells or that do not close when tapped. Remove beards by pulling toward the hinge and scrub shells if necessary.

Steam open

In a large pot, add white wine (or water) and 1 tsp kosher salt. Bring to a simmer over medium-high heat. Add mussels, cover tightly, and steam for 4–6 minutes until shells open. Transfer opened mussels to a bowl to cool slightly. Reserve the cooking liquid by straining through a fine sieve and set aside (about 60–80 ml). Discard any mussels that remain closed.

Prepare shells

When cool enough to handle, separate top shells from bottoms; keep mussel meat in the bottom half-shell for serving. Arrange mussels on a rimmed baking tray or oven-safe platter so they sit steady.

Coconut cream sauce

In a small saucepan over medium heat, add 1 tbsp neutral oil (or use a splash of the reserved mussel cooking liquid if you prefer). Sweat the minced garlic, minced shallot and grated ginger for 1–2 minutes until fragrant but not browned.

Add the coconut cream and coconut milk to the pan along with 2–3 tbsp of the reserved mussel cooking liquid to loosen the sauce. Stir to combine and bring to a gentle simmer. Reduce heat to low and simmer 5–8 minutes, stirring occasionally, until slightly thickened.

Season the sauce with lime zest, lime juice, fish sauce (or tamari), brown sugar and black pepper. Taste and adjust seasoning—add more lime or fish sauce to balance sweetness if needed.

Stir in chopped cilantro and chives, then remove from heat. Let the sauce cool for 2–3 minutes; it should be warm, not boiling, when spooning over mussels.

Spoon about 1–1.5 tsp of coconut cream sauce over each mussel, covering the meat but not overflowing the shell. Reserve any extra sauce for serving on the side.

Crispy shallots (GF/DF)

While steaming mussels or when sauce is simmering, prepare crispy shallots. Pat sliced shallots dry between paper towels to remove excess moisture—this helps achieve crispiness.

In a small heavy-bottomed saucepan or deep skillet, heat the neutral oil to 170–175°C (340–350°F). If you don’t have a thermometer, test with one slice of shallot: it should sizzle steadily but not brown instantly.

Fry shallot slices in batches so they have room to move. Use a slotted spoon to stir gently, frying each batch 2–4 minutes until golden brown and crisp. Remove to paper towels to drain and immediately season with 1/2 tsp salt. Repeat with remaining shallots.

Allow the fried shallots to cool completely; they will crisp further as they cool. Break any large clusters apart before garnishing.

Assembly & bake

Preheat oven to 200°C (400°F) with the top rack on broil/grill for the last step if you prefer a slight browning.

Place tray of mussels topped with coconut cream sauce onto the oven rack. Bake for 5–7 minutes just to heat through and set the sauce—do not overbake (mussels are already cooked). If you want a touch of color on the sauce, switch to broil for the last 1–2 minutes and watch closely to avoid scorching.

Remove from oven. Immediately sprinkle generous pinch of crispy shallots over each mussel (about 1/2–1 tsp per mussel depending on size) and finish with micro cilantro or extra chopped cilantro. Serve with lime wedges and any remaining coconut sauce on the side.

Serve & store

Serve hot as an appetizer or small plate. Leftover cooked mussels with sauce should be refrigerated in an airtight container and consumed within 1–2 days. Do not freeze mussels with the coconut cream sauce as texture will degrade.
