In a bowl, season the popcorn shrimp with salt and black pepper. Set aside.

Set Up Breading Station

In three separate shallow bowls, place the flour, cornstarch, and panko breadcrumbs. In the fourth bowl, whisk together the eggs and milk until well combined.

Bread the Shrimp

Take each shrimp and first coat it in the flour, shaking off any excess. Then dip it into the egg mixture, allowing any excess to drip off, and finally coat it in the panko breadcrumbs. Make sure each shrimp is well coated.

Heat the Oil

In a large, deep skillet or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can test the oil by dropping in a small piece of bread; if it sizzles and browns quickly, the oil is ready.

Fry the Shrimp

Carefully add the breaded shrimp to the hot oil in batches, ensuring not to overcrowd the pan. Fry for about 2-3 minutes or until golden brown and cooked through. Use a slotted spoon to remove the shrimp and transfer them to a paper towel-lined plate to drain excess oil.
