Trim the green beans: rinse and trim the stem ends, leaving the beans whole. Pat dry thoroughly with clean kitchen towels or paper towels.

Blanch the beans: bring a large pot of water to a rolling boil. Add 1 tablespoon kosher salt. Add the green beans and blanch for 2 minutes until bright green and just tender-crisp.

Shock and dry: immediately transfer the beans to a bowl of ice water (use the ice cubes) to stop cooking. When fully chilled (about 1–2 minutes), drain well and pat completely dry. Excess moisture will cause oil splatter and soggy batter.

Make the batter

In a medium bowl whisk together the all-purpose flour, cornstarch, baking powder, garlic powder, onion powder, paprika, black pepper and 1 teaspoon fine salt until well combined.

In a separate small bowl, whisk the egg with the cold water until combined. If using grated Parmesan, stir it into the dry mixture now.

Pour the egg-water mixture into the dry ingredients and whisk until just combined; the batter should be thick enough to coat the beans but still slightly runny—add up to 1–2 tablespoons more cold water if needed.

Reserve a shallow dish with remaining flour (about 2–3 tablespoons) or use a little extra dry mix for dusting the beans if the batter is very wet; this helps the batter cling.

Heat the oil: pour 2 cups neutral oil into a deep, heavy skillet or medium saucepan and heat over medium-high until it reaches 350°F (175°C). If you don't have a thermometer, test by dropping a small bit of batter—the oil should sizzle steadily and the batter should brown in ~40–60 seconds.

Coat the beans: working in batches to avoid crowding, lightly dust a handful of dried green beans with the reserved flour, then dip them into the batter, letting excess drip back into the bowl so they are evenly coated.

Fry: carefully lower battered beans into the hot oil in a single layer. Fry each batch for 2 to 3 minutes, turning once, until the batter is golden and crisp. Do not overcrowd the pan — 6–8 beans per batch depending on pan size is typical.

Drain: use a slotted spoon or spider to transfer fried green beans to a wire rack set over a baking sheet or to paper towels. Sprinkle lightly with coarse sea salt while still hot.

Maintain oil temperature between batches; let it come back up to 325–350°F before adding more. If necessary, adjust heat slightly.

Optional double-fry for extra crispness: after all batches are fried and rested 2–3 minutes, return beans to hot oil for a quick 20–30 second finish until extra-crispy, then drain and salt immediately.
