Make honey syrup (if you don't have it ready)

Combine equal parts honey and hot water (for example 1/4 cup honey + 1/4 cup hot water) and stir until fully blended and smooth. Cool before using. This yields a pourable syrup that mixes easily into cold drinks.

Chill a coupe or rocks glass by filling it with ice and cold water, or place it in the freezer for a few minutes.

Add 2 oz Tullamore D.E.W. Irish whiskey, 0.75 oz fresh lemon juice, 0.5 oz honey syrup, 0.25 oz orange liqueur, and 2 dashes Angostura bitters into a cocktail shaker.

Fill the shaker with ice (about 1 cup or enough to nearly fill the shaker), cap it, and shake vigorously for 12–15 seconds until the shaker is well chilled and slightly frosted.

Discard the ice/water from the chilled serving glass. Double-strain the cocktail into the chilled coupe or a rocks glass over fresh ice if you prefer it on the rocks, or without ice for a neat-served cocktail.

Express an orange twist over the drink by holding the twist skin-side down over the surface and giving it a sharp pinch to release oils; then rub the rim of the glass with the peel and drop the twist into the cocktail as a garnish.
