Make the Crust

In a large bowl, mix the flour and salt. Cut in the butter until the mixture resembles coarse crumbs. Gradually add cold water, mixing until the dough comes together. Divide into two disks, wrap in plastic, and refrigerate for at least 1 hour.

Prepare the Filling

In a skillet, heat olive oil over medium heat. Add onion and garlic, sautéing until translucent. Add ground meat, bell pepper, salt, and pepper. Cook until the meat is browned and cooked through. Allow to cool.

Assemble the Hand Pies

Preheat the oven to 400°F (200°C). Roll out one disk of dough on a floured surface. Cut into circles (about 5-6 inches in diameter). Place a spoonful of filling on one half of each circle. Fold over and crimp edges with a fork to seal.

Bake

Place the hand pies on a baking sheet lined with parchment paper. Bake for 25-30 minutes or until golden brown. Let cool slightly before serving.
