Mix and form
In a large bowl combine ground beef, finely diced onion, minced garlic, soy sauce, Worcestershire sauce, panko, egg, salt, and pepper. Gently mix with your hands or a spoon until just combined — avoid overmixing to keep patties tender. Divide mixture into 4 equal portions and shape each into a round patty about 3/4 inch thick and slightly wider than the finished rice mound (they will shrink slightly).

Sear and cook
Heat 1 tablespoon vegetable oil in a large heavy skillet over medium-high heat until shimmering. Add patties (work in batches if needed) and sear 3–4 minutes per side until a brown crust forms. Reduce heat to medium-low, cover, and cook an additional 3–4 minutes, or until internal temperature reaches 155–160°F (68–71°C) for medium-well. Remove patties to a plate and tent loosely with foil to keep warm. Reserve pan drippings in the skillet for the gravy.

Make a roux
Return the skillet with the reserved drippings to medium heat. If there is excessive fat, spoon off to leave about 2 tablespoons. Add 2 tablespoons unsalted butter and melt. Sprinkle in 2 tablespoons flour and whisk continuously for 1–2 minutes until the mixture is golden and fragrant — this cooks out the raw flour taste.

Finish gravy
Slowly whisk in 1 1/2 cups beef stock, making sure to scrape any brown bits from the pan. Bring to a gentle simmer and cook until thickened, 2–4 minutes. Stir in 1 tablespoon soy sauce, 1/2 teaspoon Worcestershire sauce, 1 teaspoon ketchup (optional), and season with 1/4 teaspoon black pepper and 1/4 teaspoon kosher salt. Taste and adjust seasoning. If too thick, whisk in a splash more stock or water to reach desired pourable gravy consistency.

Cook eggs
While the gravy is finishing, heat a separate nonstick skillet over medium heat with 1 tablespoon butter or oil. Crack eggs and fry to sunny-side-up or over-easy according to preference: cook until whites are set but yolks remain runny about 2–3 minutes for sunny-side-up (covering skillet for the last minute helps set whites). Season eggs lightly with salt and pepper.

Plate Loco Moco
Divide 4 cups of hot cooked rice among four plates, forming a compact mound for each. Place one warm beef patty on top of each rice mound. Spoon generous amounts of hot brown gravy over the patties and rice. Top each with a fried egg. Garnish with sliced green onions if using. Serve immediately so the runny yolk blends with the gravy and rice.
