    Rinse and soak rice

    Place the basmati rice in a fine-mesh sieve or bowl and rinse under cold running water, stirring with your hand, until the water runs clear (2–3 minutes). Drain well. Optional: soak the rinsed rice in cold water for 20–30 minutes, then drain completely.

    Bloom saffron

    Crush the saffron threads lightly between your fingers or with the back of a spoon, then combine with the warm milk in a small bowl. Let steep 5–10 minutes until the liquid turns a deep golden color.

    Measure cooking liquid

    Bring 2 1/2 cups hot water to a gentle simmer (not a rolling boil). Stir in 1 teaspoon salt and keep warm.

    Sauté aromatics

    In a medium heavy-bottomed saucepan with a tight-fitting lid, heat 1 tablespoon vegetable oil and 2 tablespoons butter over medium heat until butter foams. Add the finely chopped onion and cook, stirring occasionally, until soft and translucent, about 5–7 minutes. Add the minced garlic and cook 30–45 seconds until fragrant; do not let it brown.

    Toast rice briefly

    Add the drained rice to the pot with the onions and garlic. Stir for 1–2 minutes to coat the grains in the butter/oil and to lightly toast them. This step helps keep the grains separate.

    Add liquids and saffron

    Carefully pour the hot salted water over the toasted rice, then pour in the saffron-infused milk (including the threads). Stir once gently to distribute the saffron. Bring the pot to a gentle simmer over medium-high heat.

    Simmer

    Once simmering, reduce the heat to low, cover the pot with the lid, and cook undisturbed for 12–15 minutes, or until the rice has absorbed the liquid and is tender. Do not lift the lid during cooking time.

    Rest and fluff

    Remove the pot from the heat and leave it covered for 5–10 minutes to steam. Then remove the lid and gently fluff the rice with a fork to separate the grains and distribute the saffron color evenly.

Garnish (optional)

    While the rice rests, toast the slivered almonds in a small dry skillet over medium heat, stirring frequently, until golden and fragrant, about 2–3 minutes; transfer to a plate to stop cooking. Sprinkle toasted almonds and chopped parsley or cilantro over the fluffed saffron rice. Serve with lemon wedges on the side to squeeze over each portion.
