Make the Batter
In a mixing bowl, combine flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until smooth.
Fry the Fish
Heat oil in a deep fryer or large pot to 180°C (356°F). Dip each fish fillet into the batter, allowing excess to drip off, and carefully lower them into the hot oil. Fry for 6-8 minutes, or until golden and crispy, then drain on paper towels.
Final Fry for Chips
Second Fry
Increase the oil temperature to 190°C (375°F). Fry the pre-cooked chips in batches for another 3-5 minutes or until golden brown and crispy. Drain on paper towels and season with salt.
Serve
Plate the Dish
Serve the fish alongside the chips. Drizzle with malt vinegar and serve with tartar sauce on the side.
