Clean and salt-cure anchovies

Pat the anchovy fillets dry with paper towels. In a shallow nonreactive dish, spread half of the coarse sea salt in a single layer. Arrange the anchovy fillets skin-side down in a single layer, slightly overlapping. Sprinkle remaining coarse salt over the fillets. Cover and chill for 20 minutes to firm the flesh and draw out some moisture.

Rinse and marinate

After 20 minutes, gently lift each fillet and rinse under cold running water to remove salt. Pat dry. In a bowl combine white wine vinegar, cold water and granulated sugar; stir until sugar dissolves. Lay fillets skin-side up in a shallow dish (they will curl slightly). Pour the vinegar mixture over them so they are fully submerged. Cover and refrigerate 1 hour — the vinegar will turn the flesh opaque and tenderize it (boquerones style).

Finish boquerones

Drain fillets on paper towels. Gently blot to remove excess liquid. Arrange in a shallow serving bowl, drizzle with 60 ml extra-virgin olive oil, scatter sliced garlic and chopped parsley, and season with 1 tsp freshly ground black pepper. Let rest 10 minutes at cool room temperature for flavors to meld before plating.

Rustic breadcrumbs (crisp topping)

Preheat oven to 180°C (350°F). Pulse the torn day-old bread in a food processor to coarse crumbs (you want some texture, not powder). In a small ovenproof skillet or on a baking sheet, warm 2 tbs olive oil with 1 tbs butter over medium heat until butter melts. Add minced garlic and cook 30 seconds until fragrant (do not brown). Add the bread crumbs and toss to coat. Transfer to the oven and toast, stirring once, until golden and crisp about 8–10 minutes. Remove, immediately toss with lemon zest from the preserved Meyer lemon rind, 1 tsp fine sea salt and 1/2 tsp black pepper. Let cool — the crumbs will crisp further as they cool.

Prepare preserved lemon

If the preserved Meyer lemon is very salty, rinse briefly and pat dry. Finely chop the rind and mince any tender pulp; measure out enough to sprinkle across the plated dish (about 1–2 teaspoons rind and 1 teaspoon pulp per 4 servings).

Assemble and finish

To plate: arrange 6 boquerones per serving on a small platter or individual appetizer plates. Spoon a thin ribbon of the olive oil and garlic-parsley marinade over each portion. Scatter a generous pinch of the rustic breadcrumbs over the fillets to add crunch. Sprinkle the chopped preserved Meyer lemon rind and a few bits of minced pulp over the top to brighten the fish. Add a few microgreens or baby arugula for color if using. Finish with a small drizzle (about 7–8 ml) of the finishing extra-virgin olive oil and a crack of black pepper. Taste and add coarse sea salt sparingly if needed.

Serve

Serve immediately so the breadcrumbs retain crispness, or keep boquerones chilled and breadcrumbs separate until serving. Leftover marinated anchovies will keep up to 2 days refrigerated; breadcrumbs are best at room temperature and can be stored for 2 days in an airtight container.
