Prepare hollandaise base
Clarify or melt butter: place 4 oz unsalted butter in a small saucepan over low heat until fully melted and slightly separated. Keep warm but not hot. Alternatively, clarify by removing foam and discarding clear watery milk solids if desired.
Make hollandaise emulsion
In a heatproof bowl (or the top of a double boiler) whisk 3 egg yolks with 1 tsp cold water and 1 tbsp fresh lemon juice until slightly thickened. Set bowl over a saucepan of gently simmering water (bowl should not touch the water). Whisk constantly and slowly drizzle in the warm melted butter in a thin steady stream, continuing to whisk until the sauce is thick, glossy, and coats the back of a spoon (about 3–5 minutes). If sauce becomes too thick, whisk in a few drops of warm water or a small teaspoon of lemon juice. Season with 1 tsp sea salt and 1 tsp freshly ground black pepper to taste. Keep the hollandaise warm over very low heat or in a warm spot; if it cools too much it will thicken — whisk gently and add a teaspoon of warm water to loosen.
Toast and prepare muffin and ham
Split 2 English muffins and butter each half lightly with 1 tbsp unsalted butter. Place cut-side down in a skillet over medium heat or under a broiler until golden and crisp, about 2–3 minutes. Meanwhile, warm 4 slices of ham in the same skillet for 30–60 seconds per side until just heated but not dry.
Poach the eggs
Fill a wide, shallow saucepan with about 3–4 inches (7–10 cm) of water and bring to a gentle simmer (not a rolling boil). Add 2 tbs vinegar to the water. Stir the water to create a gentle whirlpool. Crack each egg into a small ramekin or cup. One at a time, slip eggs into the center of the whirlpool. Poach eggs for 3–4 minutes for runny yolks or 4–5 minutes for slightly firmer yolks. Use a slotted spoon to lift eggs, briefly drain on a paper towel, and trim any ragged whites.
