Brew the tea
If using tea bags: steep 2 strong black tea bags in 1/2 cup hot water for 3–4 minutes to make a concentrated brew. If using loose leaf: use about 1.5–2 teaspoons of black tea leaves and steep similarly. Remove tea bags or strain leaves and let the concentrate cool slightly.

Sweeten and combine
Stir 2 tablespoons sugar (or adjusted to taste) into the warm tea concentrate until dissolved. Add 1/2 cup milk and stir to combine. Taste and adjust sweetness or milkiness as desired. Allow mixture to chill briefly (5–10 minutes) or pour over ice immediately if you prefer colder drink.

Assemble tea in glass
Fill a 16-ounce (approx.) serving glass about three-quarters full with ice (about 1 cup). Pour the sweetened milk tea over the ice, leaving space at the top (about 1–1.5 inches) for the cheese foam layer.

Prepare Oreo crumbs
Place 6 Oreo cookies (cream left in is fine) into a small zip-top bag or between two sheets of parchment and crush into fine crumbs using a rolling pin or pulse briefly in a food processor. Reserve about 1 tablespoon of the crumbs for garnish.

Soften and combine cream cheese
In a medium bowl, add 2 oz softened cream cheese. Whisk or beat until smooth and free of lumps (use a small hand whisk, fork, or electric mixer on low).

Make the cheese foam
To the whipped cream cheese, add 1 tablespoon powdered sugar, 1 teaspoon instant milk powder (optional), 1/4 tsp vanilla extract, and 1/8 tsp sea salt. Pour in 2 tablespoons cold milk and 1/4 cup cold heavy cream. Using an electric hand mixer (preferred) or a whisk, beat on medium-high until the mixture becomes light, airy, and spreadable—about 30–60 seconds. Do not overbeat to the point of butter formation. Fold in the crushed Oreo crumbs gently until evenly distributed.

Top the tea
Spoon or pipe the Oreo cheese foam over the prepared iced milk tea, creating a thick layer (about 1/2–3/4 inch). Smooth the top with a spoon. Sprinkle the reserved 1 tablespoon crushed Oreo over the foam and place a mini Oreo or half Oreo on the rim as garnish if using.
