Chill and prepare serving bed
Place crushed ice into a shallow serving bowl or small tray to form a cold bed. Cover the bottom evenly and set aside in the refrigerator or on a chilled surface until ready to plate.
Warm blini
Lightly brush both sides of the blini with melted butter. Warm a nonstick skillet over medium-low heat and toast blini 30–45 seconds per side until just warmed and slightly golden. Keep warm wrapped in a clean towel; do not overheat.
Season crème fraîche
In a small bowl, gently stir crème fraîche with the very small pinch of sea salt and the freshly ground white pepper. Taste and adjust — the seasoning should be subtle to let the caviar shine.
Arrange accompaniments
Arrange 6 warm blini on a small platter. Place a small dollop (about 1/2 tsp) of the seasoned crème fraîche on each blini, or serve the crème fraîche in a small bowl and let guests add to taste. Sprinkle the finely snipped chives over the crème fraîche-topped blini (a light pinch per blini). Place lemon wedges on the platter.
