Prepare leaves
Drain jarred grape leaves and rinse under cold water to remove brine. Gently separate leaves and trim any tough stems. If leaves are very large, cut thick central veins slightly to make rolling easier. Blanch leaves for 1 minute in boiling water if they seem tough; drain and set aside, vein-side up.

Rinse rice
Place rice in a fine-mesh sieve and rinse under cold water until water runs mostly clear (about 1–2 minutes). Drain well.

Make filling
Heat 1 tablespoon olive oil in a skillet over medium heat. Add finely chopped onion and sauté 4–5 minutes until translucent. If using pine nuts, add them and toast 1–2 minutes until fragrant. Add ground lamb (if using) and cook until browned, breaking it up with a spoon (2–3 minutes). Stir in rinsed rice, half of the chopped parsley and dill, salt, pepper, and allspice. Cook mixture 2 minutes, stirring, to coat rice and begin to soften grains. Remove from heat and let cool 5 minutes. Stir in remaining raw herbs and 1 tablespoon olive oil to moisten. Filling should be somewhat loose because rice will finish cooking inside leaves.

Roll leaves
Lay a grape leaf flat, shiny side down, stem end toward you. Place 1 to 1 1/2 tablespoons of filling near the stem, centered. Fold the bottom stem edge up over the filling, fold the left and right sides in snugly, then roll away from you to form a tight cigar-shaped parcel. Place seam-side down. Repeat with remaining leaves and filling. If you run out of filling before leaves, use empty leaves to line the pot (see next section).

Pack rolls
Arrange stuffed grape leaves seam-side down in concentric circles or rows, packing them snugly but not smashed. Stack if necessary to use all rolls. Drizzle the 2 tablespoons olive oil evenly over the packed rolls.

Add liquid and cook
Mix together water or broth, 1/2 cup lemon juice and 1/4 tsp salt. Pour the liquid into the pot until it reaches about 3/4 of the height of the rolls (do not submerge completely). Place a small heatproof plate (upside down) or a weighted lid directly on top of the rolls to keep them compressed and prevent unrolling. Cover the pot with a tight-fitting lid and bring to a gentle simmer over medium-low heat. Simmer gently for 40–50 minutes, checking once after 20 minutes to ensure liquid level remains adequate; add a few tablespoons hot water if needed. The rice should be tender when done. Turn off heat and let sit, covered, for 15 minutes to rest and absorb any remaining liquid.

Cool and store
Carefully remove the plate or weight. Transfer stuffed grape leaves to a serving platter seam-side down, or store them in their cooking liquid in an airtight container. They can be served warm, at room temperature, or chilled. Drizzle with a little olive oil and garnish with remaining parsley and lemon wedges if desired.
