    Soak bulgur: Place bulgur in a bowl and cover with cold water by 1 inch. Let soak 15–20 minutes, then drain thoroughly in a fine-mesh sieve and press out excess water with the back of a spoon or clean towel. Measure after draining to equal approximately 1 1/4 cups.

    Combine meat and bulgur: In a food processor, add the drained bulgur, 3/4 lb extra-lean ground beef or lamb, grated onion, allspice, cinnamon, black pepper, and salt. Pulse repeatedly until mixture becomes a smooth, pasty dough — about 30–60 seconds total. Scrape down sides as needed. If you don't have a food processor, finely mince bulgur and meat and knead vigorously by hand until uniform and tacky.

    Adjust texture: If mixture feels too stiff or dry, add up to 2 tablespoons ice water, 1 tablespoon at a time, and pulse/knead until the mixture is cohesive, elastic, and holds shape when pressed (should be similar to stiff cookie dough). Chill for 20–30 minutes wrapped in plastic to firm up for easier shaping.

Filling

    Cook filling: Heat 2 tablespoons oil in a skillet over medium heat. Add chopped onion and cook until translucent, about 5–6 minutes. Add 1/2 lb ground beef, break up with a spoon and cook until browned and no longer pink, about 6–8 minutes.

    Season and finish: Stir in pine nuts (if using), allspice, cinnamon, salt, and pepper. Cook another 1–2 minutes to toast spices and nuts. Remove from heat and let cool to room temperature.

Shaping

    Portion kibbeh shells: With damp hands, divide the kibbeh mixture into 12 equal portions (about 2 tablespoons each). Roll each portion into a ball, then press your thumb into the center to create a hollow shell with thin walls (or use a small cup/mold). Work quickly to keep shells pliable; if mixture warms and becomes sticky, chill briefly.

    Fill and seal: Spoon about 1 heaping tablespoon of the cooled filling into each shell without overstuffing. Pinch the top closed and smooth seams to form an egg- or oval-shaped kibbeh. Optionally, roll finished kibbeh in a little fine breadcrumb or semolina to help sealing and provide extra crispness.

Coating & Frying

    Heat oil: Pour 4–6 cups vegetable oil into a deep, heavy-bottomed pot to a depth of 2–3 inches. Heat over medium-high until oil reaches 350°F (175°C). If you don't have a thermometer, test by dropping a small bit of kibbeh paste — it should sizzle and rise steadily.

    Fry in batches: Fry kibbeh in small batches (3–4 pieces) so oil temperature stays steady. Carefully lower kibbeh into oil with a slotted spoon. Fry, turning occasionally, until evenly golden brown and crisp, about 3–4 minutes per batch depending on size.

    Drain: Use a slotted spoon to remove kibbeh and transfer to a paper towel–lined tray to drain excess oil. Keep warm in a low oven (200°F / 95°C) while finishing remaining batches.

Serving

    Serve: Arrange fried kibbeh on a platter. Garnish with chopped parsley and lemon wedges. Offer plain yogurt or tzatziki on the side for dipping.
