Cook pasta
Bring a large pot of salted water (about 4–5 quarts) to a rolling boil. Add the penne and cook until just al dente according to package instructions (usually 10–11 minutes). Reserve 1/2 cup of the starchy pasta cooking water, then drain the pasta and set aside.

Prepare chicken
While the pasta cooks, pat the chicken breasts dry and season both sides with 1 tsp kosher salt and 1/2 tsp freshly ground black pepper. Heat 1 tablespoon olive oil in a large skillet over medium-high heat. When hot, add the chicken and cook 5–6 minutes per side, until golden and internal temperature reaches 165°F (74°C). Transfer to a cutting board and let rest 5 minutes, then slice into 1/2-inch strips or bite-sized pieces.

Sauté aromatics & tomatoes
Using the same skillet (reduce heat to medium), add a small splash of oil if the pan is dry. Add the minced garlic and cook 30–45 seconds until fragrant, stirring so it doesn't burn. Add the chopped sun-dried tomatoes and red pepper flakes; sauté 1–2 minutes to warm and release flavor.

Build the sauce
Pour in 1 cup heavy cream and bring to a gentle simmer. Stir in 3 tablespoons prepared basil pesto and 3/4 cup grated Parmesan until the sauce is smooth and slightly thickened, about 2–3 minutes. Add 1 tablespoon lemon juice and season lightly with salt and pepper. If the sauce becomes too thick, stir in up to 1/2 cup reserved pasta cooking water a few tablespoons at a time until you reach a silkier consistency that will coat the pasta.

Combine pasta & chicken with sauce
Add the drained penne and sliced chicken into the skillet with the pesto cream. Toss gently over low heat for 1–2 minutes so the pasta and chicken are heated through and evenly coated. If needed, add a little more reserved pasta water to loosen the sauce. Taste and adjust seasoning with salt, pepper, or more lemon if desired.
Finishing & Garnish

Remove from heat. Stir in 1 tablespoon extra-virgin olive oil and 1/4 cup torn fresh basil for brightness. Divide the penne pesto among 4 plates or bowls. Sprinkle additional grated Parmesan over each serving and finish with freshly ground black pepper to taste. Serve immediately.
