Prepare brine and clean mussels

In a large bowl combine 2 cups cold water with 2 tbs coarse sea salt and stir until dissolved to make a mild brine. Add the scrubbed mussels, press them gently under the brine so they’re submerged, and let soak 10 minutes — this helps purge sand and firm the meat. After soaking, lift mussels out (do not pour brine through a strainer with mussels), discard the brine, rinse mussels briefly under cold running water, and remove any remaining beards by pulling toward hinge. Discard any mussels with cracked shells or that do not close when tapped.

Warm aromatics and build flavor

Heat a large heavy-bottomed skillet or sauté pan over medium heat. Add 1 tbs neutral oil and 1 tbs unsalted butter. When butter foams and becomes fragrant (about 30–45 seconds), add the 2 tbs minced shallot and 2 tsp minced garlic. Sauté, stirring frequently, until softened and aromatic, about 1–2 minutes, taking care not to brown the garlic.

Deglaze and steam mussels

Pour in 1 cup dry white wine and bring to a lively simmer. Scrape any browned bits from the pan. Immediately add the drained mussels, increase heat to medium-high, cover the pan with a tight-fitting lid, and steam for 4–6 minutes, shaking the pan once or twice, until nearly all mussels have opened. Check for doneness and discard any that remain tightly closed.

Finish with lemon-salt butter and season

Remove the lid and reduce heat to medium. Add the remaining 3 tbs unsalted butter (cut into pieces) to the pan along with 2 tbs lemon juice and 1 tsp lemon zest. Stir or toss gently until butter melts into a glossy sauce that coats the mussels, about 1 minute. Sprinkle in 1 tsp medium sea salt and 1 tsp freshly ground black pepper, then stir in 2 tbs chopped fresh parsley.

Rest and serve

Turn off heat and let the pan sit uncovered for 1 minute to allow flavors to settle. Transfer mussels to a warmed serving bowl, spoon any remaining pan sauce over them, and serve immediately with crusty bread to soak up the sauce. Adjust seasoning at the table if desired (additional salt to taste).
