Clean and inspect mussels
Rinse the mussels under cold running water in a bowl of salted water, discarding any open mussels that do not close when tapped. Remove beards with a knife or by pulling firmly. Set cleaned mussels in the refrigerator until ready to cook.
Sauce
Prepare aromatics and peppers
Heat a large deep skillet or Dutch oven over medium heat. Add olive oil and 2 tablespoons of the butter. When the butter is foaming, add the chopped shallot and sauté until translucent, about 2 minutes. Add the minced garlic, sliced red bell pepper and sliced hot chile; sauté until softened, about 3–4 minutes, stirring so garlic does not brown.
Build sauce
Stir in the tomato paste and cook 1 minute to deepen flavor. Add the diced tomatoes and cook 2–3 minutes until they begin to break down. Pour in the white wine and increase heat to medium-high; deglaze the pan by scraping any browned bits from the bottom. Let the wine reduce by about half, about 2 minutes.
Add stock and seasonings
Add the chicken or fish stock, smoked paprika, red pepper flakes, thyme, lemon juice, salt and black pepper. Bring the mixture to a gentle simmer and taste; adjust seasoning if needed. Reduce heat to maintain a steady simmer—this will be the cooking liquid for the mussels.
Cook mussels
Add the cleaned mussels to the simmering sauce, cover the pan with a tight-fitting lid, and increase heat to medium-high so the liquid comes to a vigorous simmer. Steam the mussels for 4–6 minutes, shaking the pan once or twice, until the mussels open. Discard any mussels that remain tightly closed after 6 minutes.
Remove the lid and stir in the remaining 2 tablespoons butter and the chopped parsley. Tilt the pan slightly and spoon some sauce over the mussels so the butter melts and the sauce becomes glossy. If the sauce seems too thin, simmer uncovered 1–2 minutes to reduce; if too thick, add up to 2 tablespoons more stock or water.
To finish / Serve
Transfer mussels and sauce to a large shallow bowl or serve directly from the pan. Sprinkle with extra chopped parsley and offer lemon wedges and crusty bread alongside for soaking up the sauce.
Serve immediately while hot. Each person can discard empty shells into a separate bowl and use bread to mop up the diablo-style garlic-tomato sauce.
