Prepare the Cauliflower

Cut the cauliflower into small florets and set aside.

In a bowl, combine rice flour, cornstarch, salt, and pepper. Gradually add water and whisk until smooth.

Fry the Cauliflower

Heat oil in a deep frying pan. Dip each cauliflower floret into the batter and fry until golden brown. Remove and drain on paper towels.

Peel and cut the yams into cubes.
