Prepare the cheese
Allow the goat cheese to come to room temperature until easily scoopable, about 15 minutes.
Whip the cheese
Place the softened goat cheese in a mixing bowl and whisk in the heavy cream until light and fluffy.
Flavor the whipped cheese
Fold in the chopped chives, parsley, and dill. Add lemon zest and lemon juice. Season with salt and pepper. Drizzle in the olive oil and whisk to fully incorporate into a smooth, airy whipped cheese.
Prepare cucumber rounds
Slice the English cucumbers into rounds about 1/4 inch (6 mm) thick. Pat dry with a towel and lightly sprinkle with salt.
Assemble rounds
To assemble, place a generous dollop of whipped herbed cheese on each cucumber round. Use a small spoon or piping bag for clean presentation.
Finish and serve
Top each cheese-topped cucumber round with a caper. Garnish with additional herbs if desired. Serve immediately or refrigerate up to 2 hours before serving.
