Prepare and cook hashbrowns
If using fresh potatoes: grate, rinse under cold water, then squeeze out as much moisture as possible in a clean kitchen towel. If using thawed frozen hashbrowns, pat dry. Heat a large nonstick or cast-iron skillet over medium-high heat. Add 2 tbs olive oil and 1 tbs butter; when shimmering, spread the hashbrowns in an even layer. Season with 1 tsp salt and 1/2 tsp black pepper. Press down with a spatula and let cook without stirring for 4–6 minutes until a deep golden crust forms on the bottom.

Flip or portionally turn the hashbrowns to crisp the other side: continue cooking another 4–6 minutes, stirring occasionally for a more broken-up texture, until most pieces are golden and cooked through. Reduce heat to low and transfer the hashbrowns to one side of the skillet (or keep in a warm oven at 200°F / 95°C) to keep warm while you finish the vegetables and eggs.

Sauté/grill the vegetables
While hashbrowns cook, toss bell peppers, onion, zucchini, and mushrooms with 1 tbs olive oil, 1/2 tsp dried oregano, 1/2 tsp salt, and 1/4 tsp black pepper in a bowl. Heat a separate medium skillet over medium-high heat (or use a grill pan). Add the seasoned vegetables in a single layer and cook, stirring occasionally, 6–8 minutes until softened and slightly charred at the edges. Taste and adjust seasoning. If using the same large skillet, clear a space and cook veggies beside the hashbrowns, stirring to avoid crowding.

Whisk eggs
In a medium bowl, crack 6 large eggs, add 3 tbs milk, 1/2 tsp salt, and 1/4 tsp black pepper. Whisk vigorously until combined and slightly frothy. This will yield a tender scramble.

Cook the scramble
Heat a clean nonstick skillet over medium-low heat and add 1 tbs butter. When butter is melted and foaming but not browned, pour in the beaten eggs. Let sit undisturbed for about 20–30 seconds until edges just begin to set. Using a spatula, gently push cooked edges toward the center while tilting the pan to allow uncooked egg to flow to the edges. Continue gently folding and stirring until the eggs are mostly set but still slightly glossy — remove from heat a moment before fully firm; residual heat will finish them. Total cook time about 2–3 minutes for soft scrambled eggs.

Combine and melt cheese
Return the warm hashbrowns to a plate or keep in the skillet. Spoon the scrambled eggs mixed with grilled vegetables over the hashbrowns in the skillet. Sprinkle 1 cup shredded cheddar (or Monterey Jack) evenly over the top. Cover the skillet with a lid or tent with foil and let sit over low heat for 1–2 minutes until cheese melts.

Alternatively, place assembled portions under a broiler for 1–2 minutes to melt and lightly brown the cheese — watch carefully to avoid burning.
