Prepare jalapeños

Wash the jalapeños. Wearing gloves if you prefer, slice each pepper lengthwise and remove the seeds and membranes with a small spoon to reduce heat. Leave the stem attached for presentation if desired, or remove stems for easier stuffing. Pat peppers dry with paper towel.

Make filling

In a medium bowl, combine the softened cream cheese, shredded cheddar, minced garlic, chopped chives, 1 tsp salt and 1 tsp black pepper. Mix until smooth and fully incorporated. Taste and adjust seasoning. Transfer the filling to a piping bag or a resealable plastic bag with the corner snipped (or use a small spoon).

Stuff peppers

Pipe or spoon the cheese mixture into each jalapeño half, filling to just below the edge so the filling doesn't spill while frying. Set stuffed peppers on a tray and refrigerate for 15–20 minutes to firm the filling (this helps keep the filling from leaking during frying).

Breading

Set up breading station

Place the flour and cornstarch together in a shallow bowl and mix. In a second bowl, beat the eggs with 1 tbsp milk until combined. In a third bowl, combine panko and optional fine breadcrumbs, then stir in 0.5 tsp salt, 0.25 tsp black pepper and 0.25 tsp cayenne (if using).

Bread the peppers

Working with cold stuffed peppers, dredge each pepper first in the flour mixture, shaking off excess. Then dip into the egg wash, letting excess drip off. Finally press into the panko mixture to coat thoroughly. For extra secure coating, you can repeat the egg wash and panko step for a double crust. Place breaded peppers on a wire rack while you heat oil.

Heat oil

Pour oil into a deep, heavy pot or deep fryer to a depth of about 2–3 inches, leaving at least 3 inches of headspace. Heat oil to 350°F (175°C). Use a thermometer for accuracy; too hot will burn the coating before the filling heats, too cool and they will absorb oil.

Fry peppers

Working in small batches (4–6 peppers depending on pot size), gently lower breaded jalapeños into the hot oil with a slotted spoon or spider. Fry for 2.5–4 minutes, turning occasionally, until coating is deep golden brown and crisp. If you double-coated, there may be a slightly longer fry time. Maintain oil temperature at ~350°F between batches.

Drain and rest

Remove peppers to a paper towel–lined baking sheet to drain excess oil. Let rest 1–2 minutes — the filling will be very hot. Transfer to a serving platter, garnish with lime wedges and chopped chives if desired.

Serve

Serve immediately while hot and crispy with ranch or sour cream for dipping and lime wedges to squeeze on top. Caution guests that the filling will be extremely hot.
