    In a small saucepan, combine 0.75 cups granulated sugar and 2 tablespoons water (or follow standard syrup ratio) and heat to 240°F (115°C). Meanwhile, in a clean bowl whisk 3 egg whites and cream of tartar until soft peaks form. Slowly pour hot sugar syrup into the whisked whites while continuing to beat on medium-high until glossy stiff peaks form and bowl is cool. Add green gel food coloring near the end and beat briefly to incorporate.

    Fold one-third of the dry pistachio mixture into the meringue to loosen it, then gently fold remaining dry ingredients in batches using a spatula with a rotating motion. Aim for a batter that flows like lava and forms a ribbon that settles back into the batter in about 10–15 seconds. Transfer batter to a piping bag fitted with a round tip. Pipe 1.5-inch rounds onto lined baking sheets about 1 inch apart. Tap the baking sheet firmly on the counter 2–3 times to pop air bubbles; gently prick any remaining bubbles with a toothpick.

Transfer to a piping bag.
