Prepare the Vegetables
In a large pot of boiling water, blanch the cauliflower and broccoli florets for 2-3 minutes until tender-crisp. Drain and set aside.
Cooking the Chicken
Fry the Chicken
In a large skillet or deep fryer, heat oil over medium-high heat. Fry the coated chicken in batches until golden brown and cooked through, about 4-5 minutes per side. Remove and drain on paper towels.
Making the Sauce
Prepare Honey Garlic Sauce
In a saucepan, combine honey, soy sauce, minced garlic, rice vinegar, sesame oil, cornstarch, and water. Heat over medium heat, stirring until the sauce thickens, about 5-7 minutes.
Final Assembly
Combine Everything
In a large bowl, toss the fried chicken pieces with the honey garlic sauce. Serve over the cooked basmati rice and top with blanched vegetables. Sprinkle with sesame seeds before serving.
