Prepare the Fish
Clean and gut the whole fish, leaving the head and tail intact. Pat dry with paper towels.
Make the Batter
In a large bowl, mix together the flour, cornstarch, baking powder, salt, black pepper, garlic powder, and paprika. Gradually add water and whisk until the batter is smooth.
Heat the Oil
In a large deep skillet or fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).
Fry the Fish
Dip the fish in the batter, covering it completely. Carefully place it in the hot oil and fry for about 8-10 minutes on each side, or until golden brown and crispy.
Drain the Fish
Remove the fish from the oil and place it on a plate lined with paper towels to drain excess oil.
