Bake or air-fry the fries
Preheat oven to 425°F (220°C) or preheat air fryer to 400°F (200°C). Spread the frozen fries in a single layer on a baking sheet lined with parchment (or in a single layer in the air-fryer basket). Toss fries with 2 tablespoons vegetable oil, 1 teaspoon salt and 1/4 teaspoon black pepper. Bake for 18–25 minutes, flipping once midway, until crispy and golden; air-fry 12–16 minutes, shaking basket halfway. Remove from oven/air-fryer and transfer to an oven-safe dish if not already in one.

Cook the bacon
While fries cook, cut bacon slices crosswise into 1/2-inch pieces. In a skillet over medium heat, cook bacon pieces until browned and crisp, 6–8 minutes, stirring occasionally. Use a slotted spoon to transfer bacon to a paper-towel-lined plate to drain; reserve 1 tablespoon bacon fat from the pan.

Assemble fries with cheese and bacon
When fries are hot and in an oven-safe dish, sprinkle half of the shredded cheddar evenly over the fries, then sprinkle the cooked bacon pieces across the cheese-covered fries. Return to the oven (425°F) or under a broiler for 1–2 minutes until cheese melts and begins to bubble. Watch closely to avoid burning.

Garnish
Remove smothered fries from the oven, sprinkle remaining cheddar and the chopped green onions on top. The remaining cheese will melt from residual heat; if needed, return to oven for 30–60 seconds.

Make a roux
In a medium saucepan, melt 3 tablespoons unsalted butter over medium heat. Once bubbling, whisk in 3 tablespoons all-purpose flour. Cook the butter and flour mixture, whisking constantly, for 1–2 minutes until it becomes a pale golden paste and the raw flour smell is gone. Do not brown the roux.

Add liquids and season
Gradually whisk in 2 cups whole milk and 1/4 cup stock (if using) a little at a time to prevent lumps. Bring mixture to a gentle simmer, whisking constantly until the gravy thickens, about 3–5 minutes. If gravy becomes too thick, whisk in extra milk or stock 1 tablespoon at a time to reach desired consistency. Season with 1 teaspoon salt, 1/2 teaspoon freshly ground black pepper and 1/2 teaspoon hot sauce (optional). Taste and adjust seasoning.

Finish
If you reserved 1 tablespoon bacon fat, whisk it into the finished gravy for extra flavor. Keep gravy warm on very low heat, stirring occasionally, until ready to serve.
To Serve

Spoon the warm white gravy evenly over the bacon-and-cheese-covered fries until nicely coated (about 3/4 to 1 cup gravy, depending on preference). Sprinkle any remaining cheddar and green onions over the top. Serve immediately while fries are crispy and gravy is hot.
