1. Sauté the Vegetables
In a large pot, heat the olive oil over medium heat. Add the chopped fennel and minced garlic, and sauté until softened, about 5 minutes.
2. Add Tomatoes and Broth
Stir in the diced tomatoes and vegetable broth. Bring to a simmer and cook for about 10 minutes.
3. Add Seafood
Add the halibut, swordfish, Gulf shrimp, and mussels to the pot. Season with salt and black pepper. Cover and cook for another 8-10 minutes, or until the seafood is cooked through and the mussels have opened.
4. Finish and Serve
Stir in the chopped parsley. Serve the seafood stew hot with grilled Italian bread on the side.
