Preheat the Oven

Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

Mix Dry Ingredients

In a large mixing bowl, sift together the all-purpose flour, granulated sugar, cocoa powder, baking powder, baking soda, and salt.

Add Wet Ingredients

Add the eggs, whole milk, vegetable oil, and vanilla extract to the dry ingredients. Mix until just combined.

Incorporate Boiling Water

Carefully stir in the boiling water. The batter will be thin, but this is normal.

Bake the Cake

Divide the batter evenly between the prepared cake pans. Bake in the preheated oven for 30-35 minutes or until a toothpick inserted in the center comes out clean.

Cool the Cakes

Once baked, let the cakes cool in the pans for 10 minutes, then remove from the pans and allow them to cool completely on a wire rack.

Scoop the Ice Cream

Once the cakes are completely cool, scoop the vanilla ice cream and set it aside to soften slightly.

White Chocolate Topping

Prepare the Topping

In a small saucepan over low heat, combine the white chocolate chips and heavy cream. Stir continuously until the chocolate is completely melted and smooth.

Assembly

Layer the Cake

Place one layer of chocolate cake on a serving plate. Top with a generous scoop of vanilla ice cream.

Add the Second Layer

Place the second layer of chocolate cake on top of the ice cream.

Drizzle the Topping

Using a ladle or squeeze bottle, drizzle the melted white chocolate topping over the top of the cake, allowing it to flow down the sides.
