Prep
Clean mussels
Rinse mussels under cold water. Discard any that are open and do not close when tapped. Use a small knife to remove beards. Keep mussels chilled until ready to cook.
Cook Chorizo & Aromatics
Heat a large heavy-bottomed pot or Dutch oven over medium heat. Add olive oil and butter. When butter is melted and foamy, add diced chorizo and sauté 3–4 minutes until it renders fat and starts to brown. Using a slotted spoon, transfer about half of the browned chorizo to a small bowl and set aside for finishing (this keeps some texture in the finished dish). Leave remaining chorizo and its fat in the pot.
Add minced garlic and crushed red pepper flakes and cook 30–45 seconds until fragrant, taking care not to burn the garlic.
Build the Broth
Stir in the tomato paste and cook 1 minute to caramelize slightly. Add the diced tomatoes with their juices and stir to combine.
Pour in the white wine and bring to a simmer, scraping any browned bits from the bottom of the pot. Simmer until wine reduces by about half, approximately 3–4 minutes.
Add the stock, return to a gentle simmer, and taste for seasoning. Adjust with remaining salt and pepper as needed.
Add the reserved browned chorizo back into the pot and stir to distribute.
Cook Mussels
Once mussels are open, stir gently to coat in the tomato–wine broth. Squeeze in the lemon juice and stir in chopped parsley and fennel fronds. Taste and adjust seasoning if necessary.
Finish & Serve
Serve immediately with extra lemon wedges on the side and crusty bread if desired to mop up the broth.
