Chill and prepare serving vessels
Place the unopened caviar tin or jar in the coldest part of the refrigerator for at least 30 minutes before serving. If using an open container, transfer caviar to a chilled nonreactive bowl (glass or mother-of-pearl) and nest that bowl over a larger bowl filled with crushed ice to keep it cold during service.
Prepare crème fraîche base
In a small chilled bowl, whisk the chilled crème fraîche until smooth. Fold in the sieved hard-cooked egg yolks, lemon zest, and half of the chopped chives. Taste and add a very small pinch of sea salt and a few grinds of white pepper only if needed (caviar is already salty). Keep chilled.
Prepare buttered blinis/toasts
Bring the unsalted butter to room temperature. Spread a thin film of butter on each blini, toast point, or potato chip just before serving to add richness and prevent the caviar from tasting metallic on metal utensils. Keep the blinis warm or at room temperature; if using potato chips, keep them dry and room temperature so they stay crisp.
Serve the caviar
Bring the chilled caviar to the table on its ice bed. Using a nonreactive spoon (mother-of-pearl, bone, or plastic), transfer small portions of caviar onto prepared blinis or chips: first a smear (optional) of the crème fraîche mixture, then 1/2 to 1 teaspoon of caviar per bite. Garnish with a pinch of chopped chive, a tiny flake of shallot or onion, and a squeeze of lemon if desired. Serve immediately with remaining accompaniments on the side and chilled champagne or vodka.
Optional Service Suggestions
If you prefer a more composed canapé, lightly warm the potato pancakes or toast points, top with a teaspoon of crème fraîche mixture, 1/2 teaspoon caviar, a sprinkle of egg yolk powder, and a sliver of chive.
Avoid metal spoons or serving utensils that can impart a metallic taste; always use mother-of-pearl, horn, bone, or food-grade plastic spoons for scooping caviar.
Keep portions small — caviar is best enjoyed in delicate, measured bites to appreciate its texture and flavor.
